Secretary of State Condoleezza Rice made a "surprise" visit to Iraq this week. As Juan Cole points out, it had to be a "surprise" visit because otherwise she would be killed.That’s putting it bluntly. It’s also sadly true. Anyone care to guess in what year a high-ranking U.S. official might be able to make an announced visit?
