Even if, for some reason, you don’t think it’s creepy for a President of the United States to give quickie massages to other world leaders, you at least have to admit it’s unprofessional. George W. Bush thought nothing of giving German Chancellor Angela Merkel a squeeze.

Bush is just mugging for the cameras. The Chancelor seems to get it, and is playing along.
Bush was deeply affected by his mother's bout with cancer when he was a small boy. At the time he was powerless to help his mother - except in one way - to cheer her up.
He did this by making her laugh, which seemed to brighten her mood.
Bush may have been deeply effected by this period, and realized the power of laughter in helping people relax, and bond.
He's used it quite successfully for decades. Politics demands setting people at ease.
We may find fault in practically every one of his political stances, and actions - but is it necessary to ridicule him for "goofin off for the cameras"?
Seems kind of petty, when there are so many other ways to critique him.
I feel odd defending Bush, someone slap me.
